Norwich City Centre Management Partnership
CNCF has fully participated in this forum which, in collaboration with the City Council, the County Council, the Police, the Norwich Society and representatives of the retail, professional and business community, attempts to manage the day-time economy of the city and is moving towards including more members that represent interests in the night-time economy.

Norwich City Licensing Forum
CNCF has provided the means, by assisting in the creation of this Forum, whereby licensees in the city centre may meet and exchange information and views with members of the statutory authorities and the Emergency Services, the cab firms and the bus operators together with itself to overcome difficulties arising from the relaxation of licensing hours brought about by the Licensing Act 2003. It mounts four public meetings every year to enable discussion to proceed around complaints that have arisen in the past three months from residents objecting to activities undertaken by licensees alleged to have breached the Four Licensing Objectives. It also participates in regular, monthly meetings with licensees and others to improve best practice on their premises and improve relationships between residents whose homes are near to licensed premises and the licensees of those premises. The Chairman of the Forum sits on the Steering Committee of the Licensing Forum.
Because of the need of all licensees to be able to demonstrate a dispersal policy and because large numbers of people on the streets at night trying to get home often causes ‘hot spots’ to develop where tempers are frayed and fights occur, the Licensing Forum and the CNCF is attempting to find means by which streets can be cleared of pedestrians at night as swiftly as possible. To this end discussions are proceeding with First (Eastern Counties) to try to initiate a night-time bus service to the suburbs. Similarly; efforts are being made to introduce a cab marshalling scheme whereby Hackney Carriages may be most efficiently filled with people who are heading in the same direction home and thus reduce the time of waiting for cabs.
Operation Enterprise
CNCF has, since its inception four years ago taken a full and active part in this police initiative to encourage best practise on licensed premises in the city centre, reduce crime, disorder, anti-social behaviour on the streets of the city at night and to represent the views and interests of the resident community at Project Board meetings and with the Licensing Authority.
The City of Norwich Partnership for a Local Strategic Plan
A new structure for long term local strategic planning has been agreed to take effect from 1st September 2006, with a review of effectiveness after six months. The Partnership Board approved the mission statement [statement of overall purpose and function] and also the ways of measuring and means for achieving it. The Priority Themes, Big Ideas and Targets were endorsed, subject to further refinement. A separate Group with a clear Performance Management Framework will be established.
The original structure included four Round Tables for the planning and consultation on social, environmental, cultural and economic issues. CNCF has participated in all meetings of the Social Issues Round Table to examine and try to resolve local problems related to social issues. Under the new structure the Round Tables will become Sounding Boards and Action Groups will be identified for delivery. CNCF is committed to continuing involvement and participation.
City Centre Safer Neighbourhood Action Panel (SNAP)
CNCF will work with the Safer Norwich Partnershio to help improve safety and anti-social behaviour and assist in the delivery of the Safer Norwich Partnership priorities.
